Strict $\mathbb A^1$-invariance theorem with integral coefficients over fields

We extend the generality of the theory of framed motives by G. Garkusha and I. Panin to the case of a non-perfect base field by proving the strict homotopy invariance theorem. We prove the exactness of the Cousin complex on the complement to a smooth divisor in an essentially smooth local scheme. The result is new for the case of classical Voevodsky's transfers.
