In this paper, we derive the Helmholtz-Kirchhoff point-vortex system from the hydrodynamic limits of the Boltzmann equations. We construct Boltzmann solutions by the Hilbert-type expansion associated to the point vortices solutions of the 2D Navier-Stokes equations.
