This is achieved by combining the recent work of Choi-Haslhofer-Hershkovits, and Choi-Haslhofer-Hershkovits-White, establishing canonical neighbourhoods of such singularities, with suitable barriers to flows with surgery. A limiting argument is then used to control these approximating flows.
