  "abstract": "We generalize the classical Halmos-von Neumann theorem on ergodic measure-preserving dynamical systems with discrete spectrum to non-ergodic systems. We give an answer to the isomorphism problem for such systems and obtain similar results for topological dynamical systems in the process.",
